They soon uncover an al Qaeda plot in which terrorists are be­ing schooled in Spanish and are planning to use the Mexican- American border to enter the United States. But their goal is not infiltration-it is destruction. Destruction carried in two "backpack" nuclear bombs that will wipe out two American cities in one night­marish instant.
